TRS Ver 9 :
A proposed Transaction Report System –a fair & comprehensive transaction sentiment -feedback- collection/ranking/reporting framework.
The TRS trust score would consist of all of these procedures:
1: Auction transaction members, (eBay members), buyer or seller, may anonymously contribute their transaction ratings to an online data portal at intervals no sooner than every 5th engaged transaction
All 5 transactions may be reported as satisfactory, transactions may be entered and reported only once.
An email notification containing the item numbers & TRS submission form link would be sent to members as the 5 transaction requirement is met.

2: Limitations: Report no more than 20% of these transactions as unsatisfactory. (One of every five only, Choosing the worst,
This limited transaction selection process would greatly reduce “feedback” reporting attacks, demands and threats.)
If all five entered transactions are reported satisfactory, a maximum of one more unsatisfactory may be held in reserve indefinitely for future five transaction group reports. (An eligibility notice would be posted automatically on the TRS form page until this reserve is used).

3: Eligibility: Contributors must have a minimum total transaction history of 10.

4: Reporting Deadline: All non-rated transactions are automatically counted as Satisfactory 60 days from auction end.

5: Data Processing: Results would be dated, tabulated, categorized, assigned & tiered as a factor of participant total transaction history. This process should be verified by a certified accounting company or a trusted polling corporation.
(Final tier ranking or performance levels could be selectable by sellers or buyers. (Buyer bid/search results preferences and seller bidder requirements)

The TRS "trust" system data collection/report form would essentially be a voluntary participation survey including entries (fill in & click boxes) for:

1: User ID
2: Item numbers
3: OK / Not OK

The data management program would be built to recognize/prevent conflicting category entries, would verify member registrations & qualifying transactions.
Ideally participants reaching an acceptable level of performance would be allowed to leave a personal comment in the standard feedback format.
All consumer transactions for all products and services eventually could be similarly rated and thus compared similar to stock performance charts at this single website if companies and consumers adopted a standardized transaction number system.
It is my belief that the security effects of this system would be established over time as failing members react to restrictions of participation, (bid blocking or seller performance level selection), by establishing a reliable member performance evaluation, increasing compliance efforts, and by pinpointing those members who do not contribute to safe commerce.
It would not be a function of the TRS to enforce compliance or place restrictions, that would be a function of the auction company, of the sales company, or the individual buyer.
